the US cut off military Starlink access to Ukraine
Reports from AP, Reuters and Axios describe a restriction or speed cap on some Starlink/Starshield functions, not a complete cutoff of Ukraine’s military access.
Full reasoning
This overstates what happened.
Multiple contemporaneous reports say Ukraine's military satellite service was restricted/throttled, not fully cut off:
- AP (October 17, 2026) reported that Kyiv was investigating "sudden speed restrictions" on Starshield and that the cap cuts the connection when a terminal moves faster than 160 kph (100 mph).
- Reuters (October 14, 2026) reported that SpaceX "introduced a limit on some Starlink services in Ukraine".
- Axios (October 17, 2026) similarly reported that the service was "not fully operational", which is different from saying access was cut off entirely.
So the hard-evidence version is: some Ukrainian military uses of Starlink/Starshield were limited by a speed cap / partial restriction. That does not support the stronger claim that the U.S. cut off Ukraine's military Starlink access altogether.

- Zelenskyy urges support for new US sanctions on Russia put on hold by Trump
Zelenskyy said that Kyiv was investigating sudden speed restrictions on Ukraine's use of Starshield... The restrictions... cut the internet data connection when a communication terminal moves faster than 160 kph (100 mph).
- Ukraine says SpaceX limits Starlink operations, disrupting military
KYIV, Oct 14 (Reuters) - SpaceX has introduced a limit on some Starlink services in Ukraine, disrupting combat drone missions for which the technology is crucial.

State of play: But the service is not fully operational. When Starlink doesn't operate at full capacity, Ukraine's ability to gather intelligence, use interceptor drones and conduct long-range strikes against Russia is impeded.
