That places the Wohnkomplex below the Wohnbezirk within the structure of the Wohngebiet.
A 1956 planning text makes the relationship explicit: "Der rund 5000 Einwohner zählende Wohnkomplex ist ein Teilausschnitt aus dem Wohnbezirk". If the Wohnkomplex is a Teilausschnitt (subsection) of the Wohnbezirk, it cannot be larger than the Wohnbezirk.
The article also contradicts itself a few paragraphs later when it quotes the 1960 Bauakademie definition: Wohnkomplexe with 6,000–12,000 inhabitants are combined into Wohnbezirke with 30,000–60,000 inhabitants. That later quotation is consistent with the primary sources and inconsistent with the sentence flagged here.
