Howard Rockerduck is not generally presented as English. Disney's official Topolino biographies describe Howard as an American millionaire who got rich in the California gold rush.

Topolino's official biography for Howard Rockerduck calls him one of those "rich Americans", says he was enriched during the California gold rush of 1849, and repeatedly refers to him as American. Another official Topolino page about Scrooge's Number One Dime likewise describes Howard as "un magnate americano" visiting Glasgow.
So whatever versions may exist for John D. Rockerduck himself, saying he hails from England "like his father Howard" is inaccurate: Howard is portrayed as American, not English.
