Germany’s revised Wehrpflichtgesetz does contain a rule requiring permission for certain long stays abroad, but the post misstates who it applies to.

Under § 1(1) Wehrpflichtgesetz, those subject to conscription are "all men ... who are Germans within the meaning of the Basic Law" (i.e. male German citizens), not all men generally. The same statute’s § 3(2) says a male person must obtain permission from the Bundeswehr career center before leaving Germany for more than three months, and § 3(3) says the obligation ends at the end of the year in which the conscript turns 45. Read together, that means the rule is tied to German male citizens covered by conscription law, not every man in Germany.

The German government’s own explainer also describes the new system in those terms: it says Wehrpflicht is the duty of male Germans from age 18, and that from January 2026 the new registration questionnaire goes to 18-year-old men and women — not to all men aged 17–45.

So the misleading part of the post is the phrase "all men aged 17-45". A more accurate description would be that the rule concerns male German citizens subject to the Wehrpflichtgesetz, not all men in the country.
