This wording is legally inaccurate.

The proposal was a draft revision to the Public Security Administration Punishments Law (治安管理处罚法), which governs administrative penalties for minor public-order violations, not criminal offenses. An official NPC explanation of the draft says the relevant acts would be subject to "治安管理处罚" (public-security administration punishment), and another official NPC explanation says the draft was designed to add new punishment measures while coordinating with the Administrative Punishment Law.

That distinction matters: under China's Administrative Punishment Law, sanctions such as fines and administrative detention are administrative penalties, not criminal convictions. So saying the draft would "criminalize" the conduct overstates what the proposal legally did, even if some news reports used that word colloquially.

This confuses the date of adoption with the date the law came into force.

China's National People's Congress reported on June 27, 2025 that the revised Public Security Administration Punishments Law was passed that day and would take effect on January 1, 2026. The National Laws and Regulations Database likewise lists the law's effective date as 2026-01-01. A comparison chart based on the finalized revision also labels it "as revised June 27, 2025, effective Jan. 1, 2026."

So June 2025 is the enactment/adoption date, not the effective date.
