This sentence appears to confuse a virtual presence post with an actual consular post.

In the official State Department announcement from December 24, 2020, Secretary Pompeo said: "Effective immediately, we are inaugurating a virtual presence post for Western Sahara ... to be followed soon by a fully functioning consulate." That statement describes a virtual post beginning in December 2020, not a temporary consulate post in Dakhla established in January 2021.

Current U.S. government listings also contradict the article's claim that such a Dakhla consulate post was established. The U.S. Embassy & Consulate in Morocco lists only the Embassy in Rabat and the Consulate in Casablanca. State Department visa and consular pages likewise say Casablanca provides visa services for all of Morocco (including Western Sahara) and list Morocco – Casablanca as the visa-issuing post / consular district. If a U.S. consulate post had actually been established in Dakhla, current State Department post listings would be expected to reflect it.

So the supported version is: the U.S. announced a virtual presence post in late 2020 and said it would later be followed by a consulate; it did not establish a temporary consulate post in Dakhla in January 2021.
