A 2007 study found that only 13% of cows had no outdoor access at all, and half had access to a pasture at least some of the time.
The 2007 USDA dairy report gives those percentages for operations, not cows. For cows, the same report shows 19.0% were on operations with no outside access in summer, and only 22.3% were on operations whose primary outside area was pasture.

What it says is:

Separately, the same post later misstates the 2007 USDA report by turning operation-level numbers into cow-level numbers; that likely contributed to the confusion here as well.
