The claim says only hCard and hCalendar have been ratified and that the rest remain drafts. That no longer matches the current Microformats.org specifications.

The official Category:Specifications page says it lists "stable microformats" developed through the process, and the page includes not only hcard and hcalendar, but also h-entry, rel-license, rel-nofollow, rel-tag, vote-links, xfn, and xoxo.

A second official source, the h-entry page, describes h-entry as "one of several open microformat standards suitable for embedding data in HTML" and says it is a "Living Specification" with stable features. That directly contradicts the article's statement that only hCard and hCalendar made it past draft status.

So the problem here is not a subtle interpretation issue: the current Microformats.org documentation explicitly shows that multiple microformats beyond hCard and hCalendar are in stable/specification form.
