Without a streaming service from 2020 to early 2021
ViacomCBS already operated CBS All Access in 2020. Paramount+ launched on March 4, 2021 as a rebrand built on that existing streaming service, so the company was not without a streaming service during that period.
Full reasoning
This sentence is contradicted by Paramount/ViacomCBS's own press releases.
- On July 30, 2020, ViacomCBS announced an expanded CBS All Access and explicitly described it as "ViacomCBS' subscription video on demand and live-streaming service" and said it was "currently available".
- On March 4, 2021, Paramount said Paramount+ launched today and described it as "the reimagined service, built on the strong foundation of CBS All Access".
So from 2020 into early 2021, the company did have a streaming service: CBS All Access. What changed in early 2021 was the launch/rebrand to Paramount+, not the existence of a streaming service itself.
