This is not Barzini’s last appearance. He appears in the later official novel *The Family Corleone* (published May 8, 2012), so *The Godfather: The Game* cannot be his final appearance in the franchise.

A Google Books bibliographic page for The Family Corleone lists it as published by Grand Central Publishing on May 8, 2012. That is several years after The Godfather: The Game (2006).
A contemporary Kirkus Reviews review of The Family Corleone explicitly states that in the novel, "Giuseppe Mariposa conspires with Emilio Barzini and Phillip Tattaglia". That directly shows Emilio Barzini appears in this later installment.
Because Barzini appears in an official Godfather novel released in 2012, the claim that his last appearance was The Godfather: The Game is incorrect.
