If you're not German or not European living in Germany, you can't use online digital tools.
The German Federal Chamber of Notaries says non-Germans can use the online notary system too, including EU/EEA nationals abroad and third-country nationals with accepted ID documents.
Full reasoning
This paraphrase overstates the restriction.
The German Federal Chamber of Notaries' official requirements page explicitly says third-country nationals can participate in notarial online procedures if they have an activated electronic residence permit or another accepted ID document. That directly contradicts the claim that people who are not German or European simply "can't use online digital tools."
The same official materials also say EU/EEA nationals do not have to live in Germany to participate: they may use accepted foreign eIDs, and EU/EEA nationals can apply for an eID card at a competent German representation abroad in order to take part in a notarial online procedure.
So the accurate picture is narrower: there are document/identity requirements, but the system is not limited only to Germans or Europeans living in Germany.
