This date is off. Touvier had two death sentences, from 1946 and 1947, and authoritative sources place the expiry of those sentences in 1967, not 1966.
The International Crimes Database states: “The period of prescription for these two death sentences elapsed in March 1967.” Larousse likewise says: « En 1967, les peines sont prescrites » (“In 1967, the sentences became time-barred”).
So saying that implementation was barred “By 1966” is inaccurate: the later death sentence was still in force until March 1967.

Chambéry was not under Italian occupation in 1940. It was in Vichy’s unoccupied zone; Italian control in the Alpine area came later, after November 1942.

This is chronologically wrong. After the June 1940 armistice, Chambéry was not an Italian-occupied city.
An official page from Chemins de mémoire explains that the 1940 Italian-occupied zone ran east of Chambéry, and that the Italians in fact occupied only a few points of that territory. The same page states that from July 1940 France was divided between the German-occupied zone and the zone libre under Vichy, and that this southern zone was invaded only in November 1942. A Grenoble municipal history page likewise says that, after the Allied landings in North Africa, Nazi Germany occupied the southern zone on 11 November 1942, leaving the Alpine departments under fascist Italian control.
So saying that Chambéry was already "occupied by the Kingdom of Italy" in 1940 moves that occupation forward by about two years.
