Treccani's Enciclopedia Italiana says that Clement IX (1667–1669) "posed, with the work of Bernini and his school, the statues of the angels along the bridge". A separate Treccani article on the bridge says the parapet was built in 1669 and that the ten angel statues were placed on it according to Bernini's project.
Because Clement X's pontificate began on 29 April 1670, he could not have been the pope who decorated the bridge with those statues. The decoration belongs to the previous pontificate, that of Clement IX.

So Clement X did not have both fountains built. At most, he commissioned the left fountain to match the already-existing right fountain.
