every other state’s annals have been lost to time
This is too absolute. Another state chronicle, the Bamboo Annals from Wei, also survives in later transmitted forms, even though its original manuscript was lost.
Full reasoning
The claim says every other state's annals were lost. But the Bamboo Annals (Zhushu Jinian) are an extant annalistic chronicle from the state of Wei.
Authoritative reference works describe the Bamboo Annals as court records from Wei, and note that while the original slips were lost, later copies and reconstructed versions survive. That means it is inaccurate to say that every other state's annals were lost to time.
A more precise formulation would be that most other state annals were lost, though the Bamboo Annals survive imperfectly/in later forms.
