Official local-government and regional environmental documents describe Kashgar City as being in the northern part of Kashgar Prefecture and in the upper-middle part of the Kashgar River delta, rather than the prefecture's northeast. One Kashgar government report says: "喀什市位于喀什噶尔河三角洲中上部、喀什市地区北部" (Kashgar City is located in the upper-middle part of the Kashgar River delta and the northern part of Kashgar Prefecture/area). The same description says the city borders Shule County on both its east and west sides, with Atushi to the north and Shule/Shufu to the south, which is inconsistent with a location in the prefecture's northeastern corner. So the caption's "northeast part" wording is inaccurate.
