This misstates both the date and the legal action. On July 3, 2019, Tokyo police referred the case to prosecutors; they did not "charge" Nakata on July 2.

Contemporary reporting says the action happened on July 3, 2019, not July 2. It also describes the step as 書類送検 / referred to prosecutors (sending papers to prosecutors), not a criminal charge.
That distinction matters: in Japan, police can investigate and refer a case, but prosecutors decide whether to indict. So saying the Public Security Bureau "charged" Nakata is legally inaccurate.
