No one thinks those reviews are voluntary.
This is overstated: the White House itself publicly describes the model-review framework as voluntary, and outside reporting and advocacy groups do too.
Full reasoning
This sentence is contradicted by readily available public descriptions of the framework. The White House executive order says agencies must “design a voluntary framework” for model review, and the White House fact sheet again calls it a “voluntary framework.” Outside reporting uses the same description: Semafor reported that a broad left-right coalition urged release of the White House’s “voluntary AI security framework” and said the administration had met its deadline to roll out its “voluntary framework for reviewing certain powerful AI models.” So it is not true that “no one” thinks the reviews are voluntary; the administration and outside organizations explicitly describe them that way.
