This phrase confuses two different Unicode letters.

• đ is U+0111 LATIN SMALL LETTER D WITH STROKE.
• Its uppercase form is Đ (U+0110 LATIN CAPITAL LETTER D WITH STROKE).
• Ð is U+00D0 LATIN CAPITAL LETTER ETH, a separate character.

Unicode’s official names list explicitly pairs 0111 đ with 0110 Đ, and separately identifies 00D0 Ð as LATIN CAPITAL LETTER ETH. So the statement that Ð is the uppercase form is incorrect, even though Ð may be used elsewhere as a symbol.

Evidence from Kven-language standardization and publications shows that ⟨đ⟩ was already in use years before the early 2020s:

• A scholarly account of Kven standardization reports that on 19 June 2012 the Kven Institute published a guideline leaflet for Kven orthography, and explicitly discusses “the grapheme đ.”
• The same source says the grammar of Kven was published in December 2014 and was written in Kven.
• A searchable snippet from the 2014 Kven grammar itself shows forms containing đ (for example, “yh(đ)esti, kah(đ)esti”), confirming the character appears in published Kven text by 2014.

So the article’s statement that the letter only “became used in Kven language texts in the early 2020s” is contradicted by published Kven materials from 2012 and 2014.
