The state owns the land.
Singapore does not own all land. Official Singapore government land records distinguish state land from private land, and the land titles registry maintains titles for privately owned property.

This statement is too absolute to be accurate.
Official Singapore government sources explicitly distinguish State Land, Statutory Board Land, and Private Land. The Singapore Land Authority's LandQuery disclaimer says it provides ownership information on whether a plot is "State Land, Statutory Board Land or Private Land." That directly contradicts the claim that the state owns the land.
The Singapore Land Authority also maintains a Land Titles Registry and says property owners can view the titles of their own private property/HDB flat. A registry for privately owned land and private-property title searches would not exist if all land were state-owned.
Singapore does have extensive state land ownership and a large public-housing system, but the blanket claim that the state owns the land is false.
