This cast credit does not match the film’s credited cast. AFI’s catalog lists four different performers as “Jade Cobra,” and Taiwan Cinema’s official filmography for Chen Chao-jung begins in 1992, not with this 1985 film.

An independent authoritative source also points the other way: Taiwan Cinema’s official page for Jeff Chen / Chen Chao-jung gives his filmography starting with 1992’s Rebels of the Neon God, followed by later Tsai Ming-liang films and other 1990s/2000s work. That official filmography does not include Year of the Dragon.
Taken together, the film’s credited cast and Chen Chao-jung’s official filmography contradict the claim that he appears in Year of the Dragon as “Jade Cobra.”
