Official Netflix materials do not depict the Sandman as the villain in In Your Dreams. Netflix describes him as the wish-granting Sandman who invites dreamers into wonder, while Nightmara is the nightmare antagonist; Stevie gets stuck in her own dream after going too deep into it.
